How governance works
Once launched, SHIELD governance covers protocol parameters, fee splits, treasury allocations, strategy whitelisting, and integration approvals.

- 7-day voting window per proposal
- Quorum: 4% of circulating SHIELD
- Timelock: 48 hours before execution
